“City officials said the approval process [for O’Hans expanded patio] is complicated because the buildings involved have historical significance.”

This, from a City that is approving the demolition of a 100 year old school. Regina is barely more than 120 years old. Cities elsewhere in the world would laugh at people who suggest tearing down historical buildings made of brick that are 4/5ths as old as the oldest built architecture in the area.

How would a more vibrant outdoor nightlife on Scarth St. harm the character of a downtown heritage district exactly? Consider that less than a block away, light sabres were installed as lamp posts! How can one not laugh at such an absurdity?
